Who is Responsible for Damages from a Dog Bite or Attack? According to California dog bite laws, the owner of the dog is responsible for any damages caused by a dog bite or dog attack. California Civil Code Section 3342 states that the owner is strictly liable for any damages caused by the dog regardless of whether the dog has displayed any prior violent tendencies.
